New Delhi : Addressing the media on the Jan Vishwas (Amendment of Provisions) Bill, 2026, Union Minister of Commerce and Industry and Member of Parliament Piyush Goyal outlined the масштаб and transformative nature of the legislation, describing it as a historic step towards simplifying India’s legal framework and strengthening trust-based governance.
The passage of the Bill in Parliament marks a major milestone in the country’s reform journey, focusing on reducing compliance burdens and decriminalising minor offences. Piyush Goyal emerged as the central voice explaining the intent and scope of the reform, emphasizing that this is one of the most extensive legal overhauls ever undertaken.
He recalled that the earlier phase of the Jan Vishwas initiative had decriminalised 183 provisions, which received strong and encouraging feedback. Building on that success, the scope has now been significantly expanded. “This time, more than 1000 provisions have been addressed. This is the first time in history that such a масштаб reform has been carried out,” he stated.
The Bill decriminalises over 1000 offences and amends 79 Central Acts, aiming to eliminate outdated legal provisions and reduce the burden on both citizens and businesses. This large-scale reform is expected to create a more conducive environment for entrepreneurship, innovation, and economic growth.
Prime Minister Narendra Modi welcomed the passage of the Bill, stating that it will significantly enhance ease of living and ease of doing business. He emphasized that the legislation reduces litigation, ensures faster resolution of cases, and empowers citizens by removing unnecessary legal complexities.
Union Home Minister Amit Shah described the Bill as a decisive step towards simplifying governance and accelerating economic progress. He highlighted that cutting down on excessive legal provisions will make life easier for citizens and improve the business ecosystem.
Piyush Goyal further stressed that the foundation of the Bill lies in trust-based governance, where systems are designed to facilitate compliance rather than impose punitive measures. He noted that the reforms align with the broader vision of “Minimum Government, Maximum Governance,” focusing on efficiency and transparency.
The drafting of the Bill involved a consultative approach, with inputs from various stakeholders, ensuring that the legislation addresses practical challenges faced on the ground. This collaborative effort has contributed to shaping a more effective and balanced legal framework.
